  • 4 garlic cloves, minced
  • 2 tbsp soy sauce
  • 2 tbsp black vinegar
  • 2 tsp toasted sesame oil
  • 2 tsp chili oil
  • 1 tsp granulated sugar
  • 1/4 cup fresh cilantro, chopped

    Bring a pot of water to a boil and blanch 8 oz rehydrated shredded kelp for 3 to 4 minutes until tender.

    Drain 8 oz rehydrated shredded kelp thoroughly and plunge into cold water, then drain completely and transfer to a bowl.

    In a small bowl, whisk together 4 minced garlic cloves, 2 tbsp soy sauce, 2 tbsp black vinegar, 2 tsp toasted sesame oil, 2 tsp chili oil, and 1 tsp granulated sugar until the sugar dissolves.
